Alia was given this layer of the Heavens by her mother, Tacita Blackheart, even before she left from the 3rd layer to become an Enforcer.

Tacita had intended that her own spark go to her daughter Alia, as she wanted to retire with Hextril. Instead she ended up giving it to Styx as a gesture and in hopes that he would be able to regain the family he had lost when this universe was made.

Alia was also given an Enforcer to help her with whatever was needed to keep her foothold on the 3rd layer of the Heavens, for Kron had already shown his... distaste for what Tacita did for Styx. Even ordered Tacita to keep her children out of the Heavens. That would be hard to do though as most of her children were already integrated in the Heavenly Hosts.

Alia was told by a few, of the Gods, that they would help back her up but she wants to prove herself worthy of taking over, where her mother had left off.
